Osepa and Mercelina have been concerned about the developments at Curaçao House in The Hague for some time since the politically/administrative inexperienced Manuel was appointed in June 2021. After a partially unsuccessful attempt to hire family and friends, several members of the permanent staff were allegedly bullied by him. According to employees, there is a culture of fear. The fact is that a major exodus has started and entire departments are unoccupied. The Curaçao House has also been without a director for 10 months.

Pisas does acknowledge that his protégé (who wants to be addressed as ‘his excellency’) does not fully fulfill his role as highest representative in The Hague of the government of Curaçao, but is still young and should be given the opportunity to learn. In political The Hague, there is a chuckle about the fact that Manuel is not a quick learner.
