WILLEMSTAD –
The Parliament of Curaçao began its public meeting on June 17, 2025, to discuss the approval of the 2019 annual accounts. This financial report, which had already raised concerns from the General Audit Chamber and received no recommendation from the government accounting bureau SOAB, remains under scrutiny for serious procedural and budgetary concerns.
According to the General Audit Chamber, the 2019 report does not comply with legal accounting standards or principles of sound financial management. The report revealed a budget overshoot of 178.1 million guilders, made up of 97.3 million in excess expenditures and 80.8 million in revenue shortfalls.

Despite this, the MFK parliamentary faction expressed its full support for Finance Minister Javier Silvania and his financial policies over the past four years. The faction highlighted that the country, under Minister Silvania’s guidance, reversed a major deficit of nearly 141 million in 2022 and closed the year with a positive balance. Similar results were achieved in 2023 and 2024, and projections by the Financial Supervision Board (CFT) suggest that 2025 will also end with a surplus.

The CFT, in its latest advice, did raise concerns about the Bashi bonus paid in January 2025, noting it was not included in the approved budget nor submitted to Parliament for authorization. While this triggered public criticism, the CFT also acknowledged that despite the bonus, the government’s financial trajectory remains positive.

The MFK faction took note of Minister Silvania’s explanation that a proposal to amend the 2025 budget will be formally submitted to Parliament after the refinancing of a 140 million guilder loan is completed.

The CFT’s first 2025 execution report reflects a projected surplus of 161 million guilders, confirming that Curaçao remains in compliance with the Kingdom Law on Financial Supervision (Rft). The report also notes significant improvements in transparency and the detail of financial data provided by the government.

The MFK faction criticized those attempting to discredit or obstruct Minister Silvania’s efforts, comparing such interference to “tying a guard dog in the yard and expecting it to protect the house.” In other words, hindering the minister only weakens Curaçao’s financial progress.

MFK emphasized its continued support for the finance minister and his strategy to strengthen the country’s financial position. The annual accounts for 2022 and 2023 have already been prepared and are now moving through the necessary advisory and control procedures, including reviews by the Advisory Council and the General Audit Chamber, before being submitted to Parliament.

The faction expressed confidence that if this course is maintained, Curaçao will be able to obtain an unqualified audit opinion—a clean bill of financial health—by 2026.
