Especially in the Klein Santa Martha neighborhoods, beyond Soto, there is a lot of illegal tapping. Several households are cut off from the drinking water and electricity supply because they can no longer pay the bills and often already have payment arrears. Previously, about twenty percent of water and eleven percent of electricity were tapped, but this has now increased dramatically.

The neighborhood in Bandabou is not the only one. At least five other regions on the island are also known as ‘problem neighborhoods’. According to Aqualectra, the illegal tapping of electricity and water is no longer a simple ‘leakage loss’, but sheer illegality. If Aqualectra sees that a meter has been manipulated, the company takes the meter with them and disconnects the customer. The customer must first pay the outstanding bills, after which a fine of one thousand guilders will be added. Once this has been paid, Aqualectra will reconnect the meter. The customer will then still receive a bill of five hundred guilders for reconnecting the meter.

According to Jonis, there is hardly any response from politicians. There is hardly any policy on issues such as water and electricity. “Politicians try to think along and help by putting water trucks in the neighborhoods, but this does not eliminate the problem,” says Jonis.
