The four countries have been negotiating a Caribbean body for reform and development for two years, but in recent months it has become increasingly clear that there is no agreement and no government body appears to be emerging. It is not clear now what it will be. The three Caribbean countries have indicated that they see more in a mutual arrangement instead of a kingdom law.
