CMC again denounces lack of adequate hospital financing

WILLEMSTAD – The Curaçao Medical Center (CMC) reiterates that the hospital has not received adequate funding from the government since its opening to cover the operational costs of hospital services to BVZ (basic insurance) insured persons.

In a letter from the hospital board to the Prime Minister, the Minister of Finance, the Minister of Health and the Minister of Justice, the CMC states that there is a significant discrepancy between the care budget set by ministerial grade to CMC and the hospital services to BVZ insured persons.

“SVB (Social Insurance Bank) received a task from the government, the Taskforce Market Regulation and Financing Healthcare Sector led by Mr Monte to calculate a saving of 72.3 million guilders from 2020 up to a maximum of 99.5 million in 2026. An internal analysis by the SVB shows that this amount should amount to approximately 83 million guilders. However, these savings have not yet been realized,” said the CMC.

CMC says it has tried several times to resolve this issue. “Many letters have been sent to the governments of Curaçao since 2019, but we are still waiting for a response,” the CMC said.

In addition to the aforementioned SVB budget challenge, CMC says it has repeatedly drawn attention with no response or full alleviation of the issue of COVID-19 and mounting uninsured costs.

“Up to and including July 2022, these costs amount to a total of 15 million guilders for COVID-19 treatments (of which 4.8 million was paid in March 2021), and 16.7 million guilders for the uninsured and undocumented.”

Under current legislation, CMC is obliged to provide this care. All in all, this lack of money results in a cumulative loss of 148.4 million as of July 2022 and an accrued debt to creditors of 104.5 million guilders, of which CMC Vastgoed has the highest outstanding amount.

This poses a significant medium- and long-term risk to preventive and corrective maintenance and to the necessary accrued capital for the medical device replacement program, which will be paid in seven to 12 years, according to the hospital.
